Cost/fees
The annual tuition fee of 850 EUR may be paid in one or two equal instalments of 1662.46 BGN (at the beginning of each academic year or at the beginning of every semester) but not later than two weeks after the beginning of the semester.

Admissions requirements
• Candidates from all countries are eligible to apply.
• Candidates must have completed their secondary education by July 31st 2023, class of 2023 including.

Admission of foreign students from non EU and EEA countries is ranked on the student's performance record.
Candidates must meet the following admission requirements:

1. The grades in Mathematics and another elective from their secondary education diploma must exceed 62% of the maximum grade, according to the grade assessment system of his/her home country.
For example:
- Average grade in Mathematics: 60/100
- Average rating in Geography: 70/100
- Average rating in Mathematics and Geography: 65/100

2. Submission deadline is August 30th of the current academic year.

3. Candidate must certify that they are fluent in English by presenting a document of having a minimum B2 level of English language fluency according to the Common European Language Framework, issued by a high school in Bulgaria, or by another internationally recognized certificate.

Language fluency requirement:

• Presentation of an internationally recognized certificate for level B2 or higher level command of the English language according to the Common European Language Framework is needed:

CERF B2 LEVEL: Cambridge ESOL FCE B/ C {Score 160-180}, IELTS Band 5.5 – 6.5,

Equivalents: PTE Academic Score 59 – 75, TOEFL (IBT) Total score 72 – 94. Or

• To pass an English language exam certifying CEFR B2 level equivalent or higher

*This condition does not apply to prospective students from countries where English is the official language.

Master’s in Smart Leadership


The Smart Leadership Master’s Programme (SLMP) is one of the most prospective and attractive programmes developed by the professionals at the University of Telecommunications and Post. Since its creation it has become our hallmark and we cherish enormously the efforts we put in its improvement and perfection.

The program in its current status is a top educational product recognizable worldwide. The people involved in its creation concentrate on the preparation of leaders of the future putting the focus of training on the upgrading of a new set of skills motivated by our understanding what are the real needs of the technological world of tomorrow. The successful completion of the course by the graduates performs extremely well on the labour market and scores one of the highest success rates in the ranking of mid-level corporate managers both locally and internationally.

A new type of business leader with innovative and bold decision-making and way of thinking is the final product of the SLMP training. Sustainable business models, new types of corporate values, highest community standards and environmental policies are all part of a leader’s approach in our modern times. The SLMP is based on the most modern methods which combine academic teaching and training with the know-how and practically oriented vision of the corporate sector and the public administration. It offers a mixture of traditional, specialized, and innovative learning methods implemented together in a modern university educational product.

It is designed to give the students both knowledge in business, management, and leadership theory and useful real-life practical experience. One of the greatest assets of the program is the chance for the students to meet personally top-class professionals and successful experts in different social spheres – politics, economy, science and innovations, culture. Our tutors are internationally recognized.

The course is structured in a panel including the fundamental subjects such as Investment Project Management, Creativity and Innovations, Business Analysis, Communications, and Negotiations. Leadership classes concentrate on Management Styles, Business Leadership Functioning and Strategies, Market Leadership and Brand Management.

Other courses and disciplines useful for the young leaders included in the second panel are Practical Leadership Concepts, Human Capital, Team Building, Intellectual Property, Change Management, Leadership Psychology, Team Interaction, and Exercising of Formal Power.

The introducing and building up of a leader’s mentality formed with individual style and attitude is the most desired result of the completion of the training. Our key priorities are to take everyone’s best qualities and to upgrade them in a nurturing and caretaking manner.

In order to become effective leaders, our students are encouraged to develop skills to solve problems and avoid conflicts in their everyday work. Hard times and difficult situations are part of a manager’s everyday routine decision making process. Organizing and motivating the employee staff, efficient coordination and subordination of the company’s personnel, appreciation of the contribution to the firm’s results and keeping up-to-date information survey are key elements of a manager’s strategic planning process.

Efficiency pursuit and greater added value contribution are the criteria that a modern manager will be judged and evaluated by. All of the relevant skills that can help a young career prospect to climb up the stairs of a company’s management structure ladder can be found in our academic Smart Management Master’s Programme which is strictly business-oriented designed and is being consecutively upgraded within the process of participation in it.

The course is set on the active learning principles and is organized in a symbiotic environment between students and professors. It is very personalized and individually oriented so the students are expected to study proactively and self-develop much needed personal abilities to take tough decisions in complex situations.

Our final goal and expectations are that we will have trained fully capable to act and take correct decisions young leaders in a challenging and difficult real-life environment either in business organizations or in the public sector in the end of the process.

Bachelors may apply for the Smart Leadership Master’s Programme in two separate ways depending on their academic background. Bachelors who have graduated in a similar area of study may apply for a one-year (two-semester) course, whereas graduates that do not meet this condition need to catch up with their colleagues and study a few more disciplines by joining a three semester course.

The Application Process Explained:

1. In order to start their application process foreign candidates are required to submit the following documents:
  • A Diploma for completed secondary education.
  • An Appendix to the diploma for completed secondary education. In case the diploma is not accompanied by an assessment scale, in which the maximum grade is visible, the candidate must present an official document containing such a description.
  • A document issued by a competent state authority certifying the right of the applicant to continue his/her education in the academies, colleges or universities in the country of the candidate’s secondary education graduation. This document can be issued by the school where the secondary education was completed. It must contain the text: "The education obtained entitles the person to continue his/her education in higher education institutions in ... (country of origin of the school)” or another text, similar in meaning.
  • Photocopy of Passport / ID card.
  • Application.
  • Passport photos size 4.5 / 3.5 cm. - 6 photos
  • CV (autobiography).
2. The documents referred to in point 1, must be:
  • presented in notarized copies; or
  • certified :
  • by virtue of the provisions of relevant mutual legal assistance treaties, signed between Bulgaria and the candidate’s home country; or
  • by Apostille when the candidates’s home country is a member of the Hague Convention; or
  • by the respective Ministry of Education (and/or the Ministry of Health), the Ministry of Foreign Affairs and the consulate of the Republic of Bulgaria in the candidate’s home country; or
  • translated into Bulgarian with legalized translation in Bulgaria. The translated documents should be sent for certifying the translator's signature to the Ministry of Foreign Affairs.
3. Foreign candidates have to send scanned copies of all required documents for preliminary checks to the Quality Assurance and Accreditation Office at UTP via email m.penkova@utp.bg

4. Upon the completion of preliminary checks, foreign candidates should send the originals by mail to the following address: Quality Assurance and Accreditation Office, 1 Acad. Stefan Mladenov Str. University of Telecommunications and Post, 1700 Sofia, Bulgaria

5. The Quality Assurance and Accreditation Office at UTP submits the documents for approval to the Ministry of Education and Science. Standard response time varies from two weeks up to a month.

5.1. The Ministry of Education and Science of Bulgaria issues a certificate needed for issuing a student’s visa (type D) following a positive resolution of the student’s initial application.

5.2. In case of a negative response from the Ministry of Education and Science due to incomplete document set or any other noncompliance assertions, an official letter is sent to UTP, containing the official reasons for turning down the application. Candidates may be granted another opportunity to compile the full set of documents and resubmit for additional check, within extended application deadlines, as needed.

6. Upon receiving the final approval of the Ministry of Education and Science, the Quality Assurance and Accreditation Office at UTP issues and signs a certificate confirming that the candidate has been offered admission and sends the following documents to the candidate to assist his/her application for a Bulgarian student’s visa (type “D”):
  • Certificate issued by the Ministry of Education and Science;
  • Certificate issued by the Quality Assurance and Accreditation Office at UTP.
7. Foreign candidates have to file an application form for a Bulgarian student’s visa (type “D”) with the diplomatic or consular missions of the Republic of Bulgaria in their home country.
